{"id":71,"date":"2023-02-01T17:52:52","date_gmt":"2023-02-01T17:52:52","guid":{"rendered":"https:\/\/academic.csuohio.edu\/lovell-rachel\/?page_id=71"},"modified":"2025-06-26T15:03:25","modified_gmt":"2025-06-26T15:03:25","slug":"research","status":"publish","type":"page","link":"https:\/\/academic.csuohio.edu\/lovell-rachel\/research\/","title":{"rendered":"Research"},"content":{"rendered":"\n<h1 class=\"wp-block-heading\">About my research<\/h1>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/academic.csuohio.edu\/lovell-rachel\/wp-content\/uploads\/sites\/82\/2025\/06\/20181011_AU_SPA_ADDINGTON_DWC_109-1024x683.jpg\" alt=\"\" class=\"wp-image-143\" style=\"width:445px;height:334px\" srcset=\"https:\/\/academic.csuohio.edu\/lovell-rachel\/wp-content\/uploads\/sites\/82\/2025\/06\/20181011_AU_SPA_ADDINGTON_DWC_109-1024x683.jpg 1024w, https:\/\/academic.csuohio.edu\/lovell-rachel\/wp-content\/uploads\/sites\/82\/2025\/06\/20181011_AU_SPA_ADDINGTON_DWC_109-300x200.jpg 300w, https:\/\/academic.csuohio.edu\/lovell-rachel\/wp-content\/uploads\/sites\/82\/2025\/06\/20181011_AU_SPA_ADDINGTON_DWC_109-768x512.jpg 768w, https:\/\/academic.csuohio.edu\/lovell-rachel\/wp-content\/uploads\/sites\/82\/2025\/06\/20181011_AU_SPA_ADDINGTON_DWC_109-1536x1024.jpg 1536w, https:\/\/academic.csuohio.edu\/lovell-rachel\/wp-content\/uploads\/sites\/82\/2025\/06\/20181011_AU_SPA_ADDINGTON_DWC_109-2048x1365.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<p>Since 2008, my research has focused on applied research and evaluation, working with criminal justice practitioners, community-based organizations and foundations, and public and social service systems to examine violent behavior primarily directed at women and girls, including sexual assault, human trafficking, and intimate partner violence. <\/p>\n\n\n\n<p>Since 2012, I have focused on violence and victimization issues faced locally\u2014Cleveland, Cuyahoga County, and Northeast Ohio\u2014as an applied researcher with a successful record of community collaborations on funded initiatives.<\/p>\n\n\n\n<p>As detailed below, my research can be categorized into three different types of scholarship.<\/p>\n\n\n\n<p><strong><em>Sexual assault and the Sexual Assault Kit Initiative (SAKI)<\/em><\/strong><\/p>\n\n\n\n<p>Since early 2015, I have directed several large action research projects to examine untested sexual assault kits (SAKs), also known as rape kits, in Cuyahoga County, Ohio, Cleveland, Ohio, and Akron, Ohio in collaboration with the <a href=\"http:\/\/prosecutor.cuyahogacounty.us\/\">Cuyahoga County Prosecutor\u2019s Office, <\/a> the <a href=\"https:\/\/www.akronohio.gov\/cms\/site\/10c5e96e7db5b10f\/index.html\">Akron Police Department <\/a>, and the <a href=\"https:\/\/www.clevelandohio.gov\/CityofCleveland\/Home\/Government\/CityAgencies\/PublicSafety\/Police\">Cleveland Division of Police <\/a> (respectively). Since 2013, the <a href=\"http:\/\/prosecutor.cuyahogacounty.us\/en-US\/DNA-cold-case-task-force.aspx\">Cuyahoga County Sexual Assault Kit Task Force, <\/a> led by the Cuyahoga County Prosecutor\u2019s Office, has been following up via investigation and prosecution on the DNA testing of approximately 7,000 untested kits. In 2018, Akron\u2019s SAK Initiative began following up on approximately 1,800 now-tested kits. In 2021, the Cleveland Division of Police completed inventorying nearly 3,000 kits and submitted for forensic testing all kits remaining in its possession\u2014all of which are outside of the statute of limitations and therefore unable to be prosecuted.<\/p>\n\n\n\n<p>Unfortunately, Northeast Ohio is not unique in its possession of so many untested kits. Nationwide, hundreds of thousands of kits have languished for decades, untested, in evidence storage facilities. The existence of such a large number of kits that were never submitted for testing highlights the criminal justice system\u2019s inadequate response to sexual assault. Moreover, untested kits are missed opportunities to identify unknown offenders, confirm the identity of known offenders, connect offenders to previously unsolved crimes, possibly exonerate innocent suspects, and populate the federal DNA database. As a result of the funded research under the SAKI, where I have served as PI since 2015, <em>my research team and I have collected the largest known database in the US of sexual assaults that captures such extensive, historical data about the sexual assaults, forensic testing, offenders and their criminal histories, victims, investigations, and prosecutions.<\/em><\/p>\n\n\n\n<p>As an extension of the SAKI, since 2016, I have served as the PI on the Cuyahoga County Prosecutor\u2019s Office Lawfully \u201cOwed\u201d DNA Initiative. In collaboration with the <a href=\"http:\/\/prosecutor.cuyahogacounty.us\/\">Cuyahoga County Prosecutor\u2019s Office <\/a>, we have identified significant issues in Cuyahoga County around collecting lawfully owed DNA samples and are working to implement effective policies and practices to help ensure that all who should lawfully have their DNA collected and uploaded into the federal DNA database do. (Peer-reviewed publication <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/1556-4029.15142\" data-type=\"link\" data-id=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/1556-4029.15142\">here <\/a>.)<\/p>\n\n\n\n<p><strong><em>Sexual assault and other gender-based violence research<\/em><\/strong><\/p>\n\n\n\n<p>Connected to my work on SAKI, I was the PI on an investigator-initiated $770,000 National Institute of Justice-funded study (2018-VA-CX-0002) entitled &#8220;<a href=\"https:\/\/nij.ojp.gov\/library\/publications\/using-sentiment-analysis-and-topic-modeling-assessing-impact-police-signaling\" data-type=\"link\" data-id=\"https:\/\/nij.ojp.gov\/library\/publications\/using-sentiment-analysis-and-topic-modeling-assessing-impact-police-signaling\">Using Sentiment Analysis and Topic Modeling in Assessing the Impact of Police Signaling on Investigative and Prosecutorial Outcomes in Sexual Assault Reports. <\/a>&#8221; We used machine learning technology to analyze the narratives of nearly 6,000 rape reports from the Cleveland Division of Police over two decades for &#8220;signaling&#8221; language regarding a victim&#8217;s credibility\u2014or innuendo indicating their disbelief of the victim&#8217;s claims. Machine learning technology is a type of artificial intelligence that iteratively teaches computer software to detect language patterns. In this research project, these detected textual patterns will be used in predictive modeling to\u00a0determine if signaling impacted case outcomes.\u00a0(Peer-reviewed publications from that study, <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0047235223000776\" data-type=\"link\" data-id=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0047235223000776\">here <\/a> and <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0047235223000788\" data-type=\"link\" data-id=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0047235223000788\">here <\/a>.)<\/p>\n\n\n\n<p>In addition to research related to sexual assault (i.e., SAKI, NIJ-funded study on rape reports), I am also actively conducting criminological research on intimate partner sexual assault and human trafficking. Recently funded human trafficking projects include colloborations with the Cleveland Rape Crisis Center and the Collaborative to End Human Trafficking.<\/p>\n\n\n\n<p><strong><em>Violent crime and forensic intelligence<\/em><\/strong><\/p>\n\n\n\n<p>Within an intersection of violent crime and forensics, I have led several research projects that explore forensic intelligence\u2014exploring how forensics is informing criminal investigations and prosecution. This includes leading several funded research projects under <a href=\"https:\/\/innovativeprosecutionsolutions.org\/crime-analytics-and-intelligence\/\">BJA\u2019s Innovative Prosecution Solutions&nbsp; <\/a>initiative with Crime Strategies Unit within the <a href=\"http:\/\/prosecutor.cuyahogacounty.us\/\">Cuyahoga County Prosecutor\u2019s Office.&nbsp; <\/a>This unit focuses on identifying and combatting violent crime in the County\u2014in particular, gun violence.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>About my research Since 2008, my research has focused on applied research and evaluation, working with criminal justice practitioners, community-based organizations and foundations, and public and social service systems to examine violent behavior primarily directed at women and girls, including sexual assault, human trafficking, and intimate partner violence.
