Sally received her B.S. degree (Mathematics, 1985) from the Department of Mathematics at the Chinese University of Hong Kong, M.A. degree (Mathematics, 1987), and Ph.D. degree (Applied Mathematics, 1989) from the Department of Mathematics of University of California at Davis under the supervision of Professor Frederick A. Howes.

Sally came to the Cleveland State University in 1991 as an Assistant Professor. She became an Associate Professor from 1995 to 2004, and she is currently a Professor of Mathematics (2004-present).

Sally was a Visiting Assistant Professor (1989-1991) at the Department of Mathematics, University of Southern California, and a Visiting Associate Professor (Fall, 1997) at the Department of Mathematics, the Hong Kong University of Science and Technology. She had held visiting research positions during different periods of time at the Department of Computer and Information Science, Indiana University-Purdue University at Indianapolis; the Institute of Theoretical Dynamics (ITD), University of California at Davis; the Department of Applied Mathematics, the Hong Kong Polytechnic University, and the Department of Mathematics at the Chinese University of Hong Kong.
