It may be difficult to create everything at once. This team was in charge of creating a phasing plan to offer a realistic idea of how our plan could come to fruition. Their timelines included building, zoning, and overall compliance.
The Governmental stakeholders were, and will continue to be, a vital part of the redevelopment of the Haydite Quarry. What their roles and capabilities are were analyzed by the group. They also looked at who oversees the land.
Meet the Governance Committee
Brianna Bray is a Master of Public Administration candidate at CSU with a focus on housing and community development. She has experience working in the Section 8 program, where she ensured HUD compliance and supported housing stability for low-income residents. For this project, she primarily focused on program analysis, stakeholder considerations, and evaluating community impact. Her professional interests include affordable housing policy, program evaluation, and equitable community development, and she plans to pursue a career in public sector or nonprofit leadership after graduation.
Jacob Moore is a Master of Public Administration student graduating in May 2026. With an undergraduate background Biology and National Security, he is primarily interested in efficient government systems and bureaucracy. As a result, he served on the Governance group working on potential governance structures and researching existing relevant regulations.
Claire Sharp is an Master of Public Administration student, currently working at the May Dugan Center in food distribution and development. She has worked with the governance committee to map institutional obstacles and structures that inform project phasing. Her professional interests include strengthening the social safety net, environmental education, and improving accessibility for people with disabilities. In her spare time, she enjoys hiking, baking, and spending time with friends.
Shaina Ann Schlegel is an MPA candidate at Cleveland State University and serves as Interim Director of Development at DigitalC, where she leads fundraising efforts to expand equitable access to technology and connectivity. She also serves as Development Chair for the Urban League of Greater Cleveland Young Professionals, supporting initiatives that advance economic empowerment and opportunity across the region.
